Construction Site Safety
Hillmann performs construction site safety and code compliance on a variety of construction projects ranging from new buildings to interior fit-outs. Hillmann’s professionals consult on OSHA, NYC DOB Chapter 33, FDNY, and DEP regulations to ensure a safer job site. Our inspectors are trained in recognizing hazards to prevent incidents involving workers and property.

Managing Director of Construction Services
With commitment to our strength in leadership, Hillmann Consulting has appointed Stephanie Cesario as the Managing Director of Construction Services. Ms. Cesario brings nearly two decades of professional experience in Architecture and Construction Management in the New York Metro area, as well as Chicago. Ms. Cesario has played a leading management role in the execution of new building construction and renovations for some of the most prestigious private preparatory schools and academic institutions in New York City. She has led the top Construction Management teams in the industry, overseeing the renovation of historic landmark structures, corporate interior build-outs for Fortune 500 clients, and construction of resplendent high-rise residential towers.
Pre Development Phase
Our team will support the client in identifying a site’s potential to accommodate a conceptual program; assessing the challenges with subsurface conditions, above grade constraints and adjacencies, community involvement, governing agency requirements, and how these factors can impact the project. We will lead the effort to organize and oversee a team of design and construction professionals to assist us with this feasibility study. This process will allow the Pre Development project team to produce a conceptual scope, budget, and schedule that sets the stage for future construction.
Leading to Pre Construction, we will assist the owner in RFP development and administration for the assembly of a complete design team as well as construction management team. We will orchestrate the contract negotiation and procurement process for the same. Our team will provide leadership throughout the overall design development and construction estimating process.
Hillmann Consulting Construction Services provides the highest value to our clients through our participation during Pre Development and Pre Construction. The early involvement of our team allows us to exercise our capabilities to communicate, coordinate, collaborate and lead these critical early phases toward project commencement. Our goal is to establish clear expectations and a path forward for the overall project success.
Having established a professional rapport with the design and construction team, local agencies and authorities, and important contacts within the community during Pre Development, the project will be well positioned for start of Construction. We will guide the development of a baseline schedule which includes all remaining contractual expectations, a complete procurement time line, all engineering submissions, material long lead identification, and critical phasing and turnover milestones. Our team will oversee the procurement of all subcontractors under the umbrella of the construction manager. A complete vetting and leveling process will take place with a focus to identify the highest quality and best value subcontractor team. As we move into the engineering submission phase, close oversight will be provided to ensure synergy with the construction documents, as well as project schedule requirements. Construction Services will provide close daily evaluation of the project’s work in place, with attention to safety, workmanship, trade performance, manpower requirements, and adherence to the schedule. Our team will guide the resolution of design document interpretation and field coordination conflicts, as well as offer collaborative solutions to unforeseen conditions.
A continuous evaluation on the financial status of the project will be managed by our team. This begins with our involvement during subcontractor procurement, oversight of all project budgetary controls including but not limited to contingencies, holds, allowances, and transfers, potential change order analysis, and monthly requisition review. With Hillmann’s leadership during Construction, a strict plan will be prepared by the construction team identifying each step required to achieve a Temporary Certificate to Occupy (TCO). This plan will be strategically folded into the baseline schedule, identifying critical milestone dates for all major inspections and sign-offs by federal, state, city, and any other governing agencies required. Our mission is to guide our clients and project team toward obtaining a successful TCO on schedule with no cost impact to the prescribed budget.
Post Construction Phase
Our Construction Services team will manage the design team in preparation of a project punch list. Furthermore, we’ll oversee the construction team in developing a schedule and plan for completion of the work. The construction team will also be expected to prepare all closeout documents including but not limited to: as-built drawings, warranties, guarantees, owner and maintenance manuals, final lien waivers, and any onsite documented demonstrations required for turnover to the end user. A care and maintenance package will be developed in collaboration with both the design and construction teams for the long term recommendations on all equipment and materials. Our team will assist the client in the execution of an occupancy program. This program will tie into any punch list and closeout obligations of the construction manager. It is our expectation that the project team remains intact to facilitate any final needs of the client and end user during occupancy.
